The Regulation on the procedure for admission to medical and pharmaceutical practice in the Russian Federation of persons with foreign medical and pharmaceutical training approved by the Resolution of the Government of the Russian Federation dated 07.02.1995 № 119 is currently in the force.
In compliance with this regulatory act the procedure of permission to carry out medical practice in the Russian Federation for persons with foreign medical and pharmaceutical training includes two stages.
During the first stage, contender addresses Federal Education and Science Supervision Agency (Rosobrnadzor) in order to nostrificate his/her certificate on education received in a foreign state.
The procedure of recognition of foreign degrees or qualifications is carried out by the State Center for Education Evaluation, “Glavekspertcenter” (11 Ordzhonikidze Str, bld 9, room 13, Moscow, 115419).
According to the Agreement of the Government of the Russian Federation and the Cabinet of Ministers of Ukraine “On Mutual Recognition and Equivalency of Education and Academic Titles” dated May 26, 2000 (in force from the date of signing) and the Agreement on cooperation in education (Tashkent, 15.05.1992), verification of equivalency of certificates of basic, higher and specialized secondary education issued by educational institutions of Ukraine 15.05.1992 - 26.05.2000 is required.
If an educational certificate issued on the territory of a foreign state is recognized as an equivalent, or the verification is not required, an applicant submits an application in a standard format (Annex 1, Application form) and all the documents listed in Annex 2 to the Federal Service on Supervision in Public Health (4 Slavyanskaya Square, bld.1 Moscow, 109074)
The documents can be submitted to Roszdravnadzor:
- by mail, express delivery or courier delivery (4 Slavyanskaya Square, bld.1 Moscow, 109074);
- Personally by an applicant or his or her representative upon presentation of a duly notarized power of attorney (4 Slavyanskaya Square, bld.1, room 211, Moscow, 109074. Hours for documents submission: Monday – Thursday from 10 am to 5 pm, Friday from 10 am to 4 pm, lunch break from 1 to 2 pm. The nearest subway station – Kitay-gorod);
- via the Integrated Web Portal for Public Service on the Internet followed by submission of copies, requiring notarial certification to Roszdravnadzor.
Within 30 business days after the receipt of the application, Roszdravnadzor examines the presented documents and makes a decision on about specialized examination in an educational institution in accordance with the list of educational institutions in which constant commissions are created to perform specialized examinations for persons with foreign medical and pharmaceutical training and applying for the right to carry out medical and pharmaceutical activity in the Russian Federation in accordance with the Order of Rozdravnadzor dated 26.02.2007 № 411-Ord/07.
The results are sent to the address given in the application.
If an applicant passes the exam (based on the exam protocol), Roszdravnadzor territory body issues the certificate of a specialist, permitting an applicant to carry out his/her medical and pharmaceutical practice on the territory of the Russian Federation.
