Pursuant to the Federal Law dated November 21,2011 №323-FZ “On Fundamentals of the Protection of Citizen’s Health in the Russian Federation”, Resolution of the Government of the Russian Federation dated 21.11.2011 № 957 “On organization of Licensing of Certain Types of Activity” the Federal Service for Supervision over Public Health performs licensing of:
- Medical practice (except for specified activities carried out by medical organizations and other organizations within the private health care system in the territory of the "Skolkovo" innovation center) medical and other organizations subordinate to the federal executive bodies, National Academies of Sciences, organizations providing military and service equal to it, as well as medical and other organizations engaged in providing high-tech medical care.
Licensing state service issues:
1) granting (refusal) of a license;
2) reissue (refusal of reissue) of a license;
3) license duplicate, copy;
4) decision on suspension, renewal, termination and cancellation of a license;
5) provision of extracts from the unified licenses registry.
Applications and documents (copies of documents) required for issuing or reissuing of a license can be submitted by a license applicant (licensee) in the electronic form using information and communication technologies, including the Integrated Portal for State and Municipal Services: www.gosuslugi.ru.
Main functions:
Provision of the state service of medical practice licensing (except for specified activities carried out by medical organizations and other organizations within the private health care system in the territory of the "Skolkovo" innovation center) for medical and other organizations subordinate to the federal executive bodies, National Academies of Sciences, Federal agencies with military service or service equal to it as defined by the legislation of the Russian Federation, as well as medical and other advanced medical care institutions.
The public service is carried out in accordance with the Federal Law № 99-FZ “On Licensing of Certain Types of Activity”, dated May 4, 2011 the Federal Law dated July 27, 2010 № 210-FZ “On Organization of Provision of State and Municipal Service”.
Licensing supervision of medical practice (except for specified activities carried out by medical organizations and other organizations within the private healthcare system in the territory of the "Skolkovo" innovation center) for medical and other organizations subordinate to the federal executive bodies, National Academies of Sciences, Federal executive body agencies with military service or service equal to it as defined by the legislation of the Russian Federation, as well as medical and other institutions providing advanced medical care.
Supervision of compliance with requirements for licensing is carried out according to the schedule of inspections, approved by the General Prosecutor Office of the Russian Federation in accordance with the Federal Law dated December 26, 2008 № 294-FZ “On Protecting The Rights Of Legal Entities And Individual Entrepreneurs During The Execution Of The Public Control (Supervision) and Municipal Control”.
